About the Electronic Market

The regional Electronic Market (MERER) is an eprocurement service which Intercent-ER has made available to Emilia-Romagna's Public Administrations in order to purchase goods and services below the EU threshold. It is a digital negotiation system which allows the contracting authorities to submit Requests for Offers (RdO) to qualified suppliers, carrying out the entire procedure electronically. 

How it works:

1. Administrations submit Requests for Offers (RdO) to qualified economic operators, specifying the requested goods or services, their detailed features and all the other elements required to carry out the procedure.
2. After receiving a RdO, economic operators - if willing to participate - can place their offers.
3. Once the participation terms have expired, the system automatically processes a ranking of the received offers, on the basis of the awarding criteria defined by the contracting authority
